Promoting youth employment in the Philippines - policy and action
This three-year project will contribute to facilitating employment opportunities for young women and men in the formal economy and reduce the decent work deficits for young people in the informal economy, by: i) effecting change in government policies at national and local levels, using social dialogue; and ii) implementing action programmes with key youth target groups including young people with low skill jobs or unemployed, youth in the informal economy, cooperatives and young entrepreneurs. The project will build on significant national momentum and commitment of ILO constituents to address the striking incidence of youth unemployment and underemployment, as articulated in the Philippine’s National Action Plan for Decent Work. It will help project the question of youth employment as a central item in the country’s economic and social policy agenda. Emphasis will be placed on mainstreaming rights of workers, non-discrimination (including gender) issues and to removing access to barriers to education and training.
