Technical Assistance to the Smallholder Development Project

The project seeks to promote commercial smallholder agriculture and associated agribusiness, with the overall objectives of achieving sustained increase in rural income and long – term reduction in rural poverty. Secific objectives are (i) achieve increased production and marketing of diversified, non rice dry-season cash crops, livestock , and fisheries; (ii) improve smallholder access to domestic and international markets and market information; and (iii) increase investment in value-adding agribusiness. To achieve these objectives, the project has four components: a. farmer support services to improve agricultural technical knowledge, b. agribusiness and marketing to stimulate investment, c. rural infrastructure to improve physical access to produce markets and erduce marketing costs; and d. project management Road works component consists of the rehabilitation and construction of rural roads and bridges in Savannakhet and Champasack provinces. The works required in order to upgrade these roads to full all – weather access will involve the installation of cross – drainage structures, such as culverts and bridges, as well as full engineering of the road body. The technical assistance provided by the ILO will assist the project in the design, planning and implementation of the rural works component. In order to secure the effective use of labour- based works technology when planning and implementing rural road works, the ILO will provide assistance in order to strengthen the capacity of the DCTPC by • organizing training in surveying, estimating works and contracts management, with a particular emphasis on work methods and approaches appropriate for rural roads works, and • technical and managerial advisory support during the implementation of survey and construction works, this providing a transfer of technology and capacity building exercise as an integrated part of this project component.
