Combating trafficking in persons in Brazil
The project “Combating trafficking in persons in Brazil” was designed to deal exclusively with trafficking in persons for exploitative forms of labour, meaning trafficking for sexual commercial exploitation purposes, forced and child labour, as per the definitions of the Palermo Protocol and ILO related standards, in particular Recommendation No. 190 and Convention No. 143/1975. The project will contribute to combating trafficking in persons (development objective) through a more effective law enforcement response and through an increase in the capacity of public and civil society organizations, at the federal, state and municipal levels, to enforce the law and implement anti-trafficking in persons policies and programmes (immediate objective). To achieve this objective, the following parallel strategies are implemented: · Expanding and disseminating the knowledge base about trafficking in persons for commercial sexual exploitation and forced labour exploitation in Brazil, as well as analysing technical difficulties arising from the coordination between both databases from the Justice Ministry and the Labour Ministry, in order to facilitate law enforcement action and anti-trafficking in persons policy and programme implementation; · Strengthening the capacity of law enforcement agencies to investigate and prosecute cases of trafficking in persons at the municipal, state and federal levels, and/or to support other capacity-building activities in coordination with other programmes that are already being developed with other international technical cooperation agencies, such as UNODC; · Strengthening international cooperation to combat trafficking in women and men, girls and boys for commercial sexual and forced labour exploitation; · Legislation review and discussion to fight trafficking in persons;· Mainstreaming trafficking issues into existing social policies, programmes and plans; · Awareness raising, mobilization of government technicians, employers’ and workers' organizations, and key civil society actors for prevention and attention to victims, and empowering at-risk populations. The planned objectives will be reached through an integrated strategy and coordination with other projects involved with the matter in Brazil; in awareness-raising actions to potential victims; strengthening of the legal system; attention to vulnerable population by a justice and protection network; collaboration in the construction of an attention network to victims and their families; training of all agents involved in the matter, be they public or private; data systematization; as well as phenomena analysis that will be executed under the perspective of the triad prevention/repression/reinsertion.
