Support to the Proposed National Sub-programme to Eliminate the Worst Forms of Child Labour: Time-Bound Measures (Mongolia)

By the end of the project : 1) coordinated policy responses will have been put in place and national, Aimag and local level capacities will have been rendered capable of planning, implementing, coordinating, and evaluating the NSP-WFCL;. 2) government, employers' and workers' organizations, NGOs, civil society, general public, media, parents and children at all levels in Mongolia will have become aware of the negative consequences of the WFCL and will have been mobilized to take coordinated time-bound measures on WFCL; and 3) an integrated and sustainable area-based intervention model to combat the worst forms of child labour in Mongolia in selected areas will have been implemented and documented. · To meet the three objectives a host of activities are taking place: Developing NSP-WFCL strategic framework and clarifying and strengthening its national level coordination mechanism;( by organizing orientation meetings, reviewing the role of NSC and proposing a new national level coordinating mechanism,; providing support to the secretariat of the NSC (or revised mechanism) in undertaking policy coordination and advice; holding strategic planning workshop in all Aimags, conducting DME capacity building for key stakeholders. · Training of line ministries and local government units for integrating CL concerns into their respective plans and programmes (including EFA, PRSP, MDG, etc.) through undertaking review of in-house information system of relevant Ministries (MoSWL, MoECS, MOH, NAC, etc.) , developing proposals to include child labour-related statistics; · Undertaking in-depth study on impact of migration to urban areas on child labour; · Undertaking in-depth study on causes of school dropouts (by Ministry of Education); · Organizing workshops involving key ministries and NSC to discuss strategies for providing education services to working children and children living in remote areas; · Providing support to employment services for more skilled vocational guidance for decent employment for youth/ national consultant – development of manual for employment officers and guidance for training institutions and organizing training. · Reviewing and proposing improvements in relation to the policy framework; · Reviewing existing legislation (labour code, criminal code, ministerial regulations etc.) and preparing proposal for harmonization ; · Strengthening institutions in charge of law enforcement and local authorities to ensure effective child protection (through training and capacity building); · Establishing a National Child Labour Monitoring System (through organizing workshop to develop the national CLMS including the database system at national level; · Implementing the National CLMS; Analysing overall outcomes of CLM at national level, integrating information generated by CLM at the community level.; Dissemination of information; supporting National Human Rights High Commission to prepare independent report on CL in 2008 for submission to parliament. · Integration of Mongolia Child Labour Data and knowledge base and making it available and accessible to interested parties ((though Compiling and analysing collected data, including research, studies and inputs from partners/ action programmes for enhanced use by partners, stakeholders and the concerned public; · Integrating CL module in major national-level surveys; Supporting studies on other WFCL (agriculture, horse racing and service sector);. · Conducting tracer study; · Establishing and operating the national website on CL; · Developing and implementing national strategy in awareness raising and social mobilization; · Carrying out a series of national awareness-raising campaigns; · Designing CLM system and implementing in selected targeted areas; · Providing services for prevention, rehabilitation and withdrawal, targeting boys and girls and their families ; · Documenting and promoting an an area-based intervention model.
