Mainstreaming labour-based maintenance to national roads network
Within the context of demonstrating the poverty reduction potential of a predictably funded road maintenance system at provincial level, the Services provided by ILO demonstrate sustainable decentralised finance and technical management of labour-based road maintenance. To achieve this the project assists the Government to set up a Joint Road Maintenance Unit which will cover and be representative of the Provinces of Battambang, Krong Pailin and Banteay Meanchey. The JRMU, staffed by representatives of the two Ministries – MPWT and MRD – is now responsible for the planning and implementation of the works. The five key outcomes of the project are: • The JRMU and associated mechanisms for approval and funding of road maintenance from the Fund for Repair and Maintaining Roads is operational within 3 months of the project start • The condition of the 600 kilometres of project roads remain stable during the project implementation • At least 14 new and capable small scale contractors are operating in the project area • About 10,800 rural poor are employed for labour-based road maintenance works • At least 3% of the rural poor living where roads are maintained have earned increased income from employment in road maintenance and at least 25% of those affected have been lifted out of poverty
