Outline for skills development for economic empowerment and the creation of livelihoods

The main objective of the project is to contribute to restoring livelihoods through community-based skills training and income-generating activities for gainful employment in the tsunami-affected districts. The project will work with government agencies at the national and local/district levels, Planning and Development Secretariat (PDS), community-based organizations (CBOs), NGOs and donors to provide skills and enterprise training for income, develop a national skills development policy and strategy for community-based training and assist in the coordination of community-based-skills development programmes for quality and sustainability. In achieving these objectives, the project will adapt and apply the ILO’s Training for Rural Economic Empowerment (TREE) methodology. This approach, which is a comprehensive community-based training package, helps communities to identify and assess local economic opportunities, designs and delivers community-based skills training and provides post-training services, including a range of support measures to assist target beneficiaries to organize themselves into credit and savings groups. Through this project, men and women of the affected communities will have increased capacities to restore their livelihoods and earn incomes and partners and community leaders will have been trained to implement the TREE methodology for sustainability. The project will target its interventions to the two (2) district communities of Trincomalee and Ampara of Sri Lanka and will train at least 2,000 women, men and youth in vocational skills and entrepreneurship leading to the provision of livelihood assistance to around 2,400 people.
