Eradicating the worst forms of child labour in Turkey
Overall objective The overall objective of this project is to help make a significant reduction in child labour, in line with the Government’s strategy of eliminating the worst forms of child labour by 2015. Specific objectives The objective of this project is to support the beneficiary, MOLSS CLU, in its efforts to enhance national and regional capacity for the removal of children from the worst forms of child labour and prevention of at risk children from entering such work. The provinces of Çank¿r¿, Kastamonu, Ordu, Erzurum, Elaz¿¿, Van and Sinop have been identified as areas with many working children. The project will focus on programme interventions in Turkey on two areas: (1) at the national policy level, targeting mainstreaming exploitive child labour issues within the programmes, policies and strategies of national institutions, and establishing a Child Labour Monitoring System (CLMS); (2) at the provincial and local levels, focusing on children working under hazardous conditions through the operation of Provincial Programme Coordination Offices (PPCOs) that will implement a pilot programme for the prevention and withdrawal of child labour through the provision of education and counselling services. The successful implementation of these program interventions requires capacity building within the Child Labour Unit (CLU) of the Ministry of Labour and Social Security (MOLSS) which will be maintained with a well-structured institutional and management framework where a Technical Assistance Team (TAT) consisting of ILO experts will collaborate with their counterparts at CLU.
