Social Dialogue and Youth Employment - ACT/EMP
The overall aim of the ACT/EMP Programme on Social Dialogue and Youth Employment is to strengthen the influence of employers’ organizations on national policies relevant to youth employment and to promote job creation and poverty alleviation through the implementation of practical measures and initiatives aimed at bringing young men and women into productive and decent work. Programme activities at the country level will include conducting diagnostic studies identifying mismatches between the skills available through the education/training systems and the skills required by the industry. The studies will measure not only the current but also the future training needs in the concerning sectors. Tools and methodologies will also be developed for the engagement of EOs in the design and implementation of gender-sensitive sectoral policies aimed at fostering the employability and productivity of young women and men. Particular emphasis will be given to the interaction of EOs and their membership with training and education institutions for assessing current and future knowledge, skill and ability requirements in workplaces. Closer interaction will enhance employer contribution to curriculum development, particularly for school-based education and vocational training (ensuring that what young people learn actually boosts their employability), and leading to the design and implementation of comprehensive systems to assist the school-to-work transition of young persons, including modern apprenticeship systems. In countries with low educational levels, partnerships will be sought with other organizations to encourage remedial education for young adults in order to enhance their training potential. Collaboration will be sought with trade unions.
