Rethinking the role of social security in state building: Research seminar and report
ILO and DfID propose a meeting of key actors and specialists in the field of social security in development to facilitate an exchange of opinions on current thinking, to stimulate debate on these issues and to help clarify the direction of future efforts. The intention of this research seminar is: a)to take stock of and discuss the knowledge that we have on the principal relationship between the economic and social development of nations and the build-up of national social security systems, and to consider whether this can provide a challenge to the prevailing development paradigm for low-income countries, b)to draw conclusions that should influence development policy debates both within DFID – and, more broadly, the EU – and in ILO’s design of a global implementation strategy for its campaign to extend social security to all, c)to identify knowledge gaps and suggest a research agenda for the three institutions. The output of the project is: A joint publication (working title: The role of social security in the development of nations: implications for international development practice) that will contain the papers presented at the meeting, reflect the discussions, distil conclusions from papers and discussions and identify a further research agenda. It will specifically be an interim contribution to the broader discussion on international development policy and will not necessarily aim at arriving at definite consensual answers.
