Policy Coherence on Competitiveness, Productivity, Jobs and Employability to Achieve Decent Work
In light of the increasing importance of securing policy coherence on competitiveness, productivity, jobs and employability, including for the vulnerable groups such as migrant workers and disabled persons, the project aims at providing an evaluation of changes in employment conditions in the East Asian region, thereby facilitating social debates and policy developments on these issues. The focus will be placed on vulnerable groups of workers (such as women workers) and the changes they have experienced. Based on a survey of enterprises in China and India, the project will develop a tool for employers’ organizations to help them identify priority policy issues pertinent to labour market regulation and institutions to promote competitiveness in target sectors/regions, facilitate social dialogue with workers and governments to promote better policy formulation and provide information resources for other enterprises in the particular sector/region. Furthermore, the project will facilitate the mutual recognition of skills between countries, and the mobility of workers by adapting the model skills qualifications framework and competency standards for use in bilateral negotiations, including an awareness of industrial safety and health for migrant workers. It will also contribute to improved national skills development policies and programmes by sharing knowledge, expertise and technical cooperation between countries in the region through a fully operational Regional Skills Network, including restoring the livelihoods of families in earthquake-affected areas in Pakistan through skills development leading to gainful employment. Finally, the project will increase knowledge, awareness and skills to promote training and employment for people with disabilities and the development of partnerships between business and the training providers of people with disabilities.
