Programme for the Strengthening of the National Committee for Combating Trafficking in Children and its bodies in 2 target regions of Côte d'Ivoire

2. GOAL AND OBJECTIVES (serve as executive summary) The project goal is to contribute to the eradication of child trafficking in Côte d'Ivoire by pursuing and reinforcing the strategies and initiatives the IPEC LUTRENA project has put in place since its inception in 2001. The three objectives of the project are as follows: Immediate objective 1: To reinforce CNTLEE - the focal agency for combating trafficking in children - and its component bodies (DVCs, RVCs) in 2 regions particularly exposed to trafficking in children in Côte d'Ivoire. This entails scaling up the efforts launched by the LUTRENA project to establish a community surveillance system to combat trafficking in children. In the 2 regions covered, the project shall reinforce the network of actors in the fight against trafficking in children by increasing the number of community surveillance systems (LVCs: local vigilance committees), their groups at divisional level (DVCs: divisional vigilance committees) and their regional networks (RVCs: regional vigilance committees). With the establishment of these different levels of organization information flows in the respective social groups concerned shall become more regular. This is expected to culminate in a more thorough surveillance and closer monitoring of the situation on the ground. Once the new surveillance systems are in the place in the two target regions as indicated above, the project shall scale up the delivery of materials and equipment to enable them to operate locally, manage actions rationally and document thoroughly the trafficking of children. The various actors in the fight against trafficking in children shall be networked under the direct supervision of CNTLEE to enable efficient information flow, regular information gathering, and consistent availability of data on trafficking in children at the divisional, regional and national levels. Ultimately, a central database on trafficking in children shall be put in place. Immediate objective 2: To strengthen the capacity of partners engaged in the fight against trafficking in children in the 2 regions particularly affected by the phenomenon. The project shall create an enabling environment for improving partners’ efficiency and organize a series of training exercises for respective regional-based partners to ensure the effective delivery and sustainability of their work. This targeted and integrated training approach will be used for the networks of each region, taking into account their respective challenges as well as the particular needs of child victims based on their gender and age. Project efforts aimed at the strengthening of its partners would be aimed, in part, at giving them the leverage to research, on their own, child trafficking trends in the areas concerned. The training exercises will also serve as a forum for the sharing of experiences and the design of more efficient prevention programmes to benefit both victims and the communities. Immediate objective 3: To develop integrated assistance and support activities for the reintegration of victims in the 2 target regions. This involves working, on the basis of specific needs in each region and together with the partner networks in the regions, to deliver integrated recovery and reintegration programmes for child victims of trafficking and children at high risk of trafficking. Immediate objective 4: To develop information and communication tools for combating trafficking in children. Under CNTLEE, the project shall develop and disseminate a variety of information and communication tools based on the specificities of the various social groups, partners or regions as well as the gender dimensions of trafficking in children in order to bring about behaviour change in the community.
