Project on Rights based approach to indigenous peoples development in Cambodia
The overall project objective is to contribute towards the development, adoption and implementation of national and/or regional standards, polices and programmes that integrate the rights of indigenous and tribal peoples (IPs), as conveyed in the Indigenous and Tribal Peoples Convention, 1989 (No. 169), and the needs and priorities of these peoples, taking into account the principles of consultation and participation. This overall objectives is comprised of two components: 1) To ensure that the contents and principles of Convention No. 169 will be better known and applied in Cambodia; and 2) To strengthen the capacity of the IPs to decide their own priorities for the process of development, to engage in meaningful and informed participation, to be consulted at all levels of development, policy, legislative and administrative processes affecting them, and to articulate their concerns within the context of these processes. In this respect, it is envisaged that such policies and programmes will reflect the needs and priorities of the IPs, as expressed by them. Using a rights based approach, the strategies of the project are to work on 1) policy and legal instruments which will help the indigenous and tribal peoples to access land, education, maintaining culture, etc. Working with Ministry of Interior, Ministry of Land, Ministry of Rural Development and works on coordination between the Forestry Law and the Land Law, the project focuses on participatory development of by-laws which allow for IP communities to obtain legal entities, which in turn allows them to apply for collective titles to land; 2) developing training tools and capacity building programmes for national, provincial and local authorities to understand the rights of IPs, as well as for NGOs and IPs themselves; 3) supporting the formation of the first IP network, which will be representative of IP communities and give them a voice.
