La finance solidaire au service du travail autonome en Europe Centrale et du Sud Est (DIESES - relié au projet RER/06/53/FRA (INT/06/10/FRA)

The project is the second phase of the ILO assistance on Social Finance for Support to Self Employment to Bulgaria, Romania, Serbia from February 2004 to February 2006, in partnership with Ministries of Labour and Employment, social partners, microfinance institutions in each country, with the financial support from the French Government. The development objective in countries of implementation in Central and Eastern Europe: in comparison with the situation at the start of the project, and as a contribution to social inclusion, self-employment and micro-enterprises will be created by the unemployed due to the better access to financial support. 1. Activities: Immediate Objective 1 At the end of this three-year period, in Bulgaria, Romania and Serbia, mechanisms to provide financial support to the unemployed candidates to self-employment are launched. Output 1.1 Partnerships between institutions which participate in the implementation of these mechanisms are strengthened and make possible coordination and exchange on these initiatives Activity 1.1.1. Technical support provided to the task force in each country to strengthen their expertise in specific aspects of the implementation of financial mechanism support for self-employment - legal and regulatory aspects, links with entrepreneurship training, integration on financial sector. Activity 1.1.2. Support to lobbying activities for the required reforms in each country, through workshops, publications. Activity 1.1.3. Extension of activities at local level with support to partnerships and exchange platforms at this level. Output 1.2 Pilot activities for the implementation of national action plans Activity 1.2.1. On the basis of the action plans developed in Bulgaria, Romania, Serbia, with a participatory approach and taking into full account the priorities defined at national level, the workplan for the implementation of the project actions is reviewed. Activity 1.2.2. Pilot activities are implemented and their results analysed in view of replication at national level by the countries. Activity 1.2.3. Task force ensures the follow-up of the pilot activities and is consulted for required adaptations. Output 1.3. The potentials in terms of employment creation and economic development of the self-employment creation by the unemployed are better known and public authorities initiative required actions to improve the legal framework Activity 1.3.1. Definition and implementation of communication and popularization strategy on the fields of work of the project, including some activities with the media - training, exchange of experience - and publication of good practices - at national and local levels, with exchanges with the media of the other countries covered by the project. Immediate Objective 2 At the end of the three-year period, the exchange of experiences between practitioners, social partners and governments, and with the involvement of the actors of social economy in France, is intensfied and sustained. Output 2.1 An exchange network is created with participation of experts and decision makers from Central and Eastern Europe and France. Activity 2.1.1. Organization of study tours (one per year) for experience-sharing between the countries of implementation of the project and France. Activitiy 2.1.2. Promotion of partnerships between local communities in France which have an experience and particular interest regarding the promotion of self-employment as a tool for social inclusion and the sites of the pilot activities in Bulgarina, Romania, Serbia, in order to share results and compare the measures implemented and their results (for instance, exchange between parliamentarians, between organizations such as ADIE, Cigales, social economy platforms, banks which support microfinance in France and partner organizations of the project in Bulgaria, Romania, Serbia.
