Project of Support to the Indonesian Timebound Program on the elimination of the worst forms of child labor - Phase II
ABSTRACT Project Title: Project of Support to the Indonesian Timebound Program on the elimination of the worst forms of child labor The ILO’s International Program on the Elimination of Child Labor (IPEC) is presently implementing a project of support to the first phase of Indonesia’s National Action Plan (NAP) on the Elimination of the Worst Forms of Child Labor. The NAP is a timebound program to eliminate worst forms of child labor through a three-phase, twenty-year program, and was designed as follow up to Indonesia’s ratification of ILO Convention 182. An independent mid term evaluation praised the progress of the IPEC project, noting effectiveness of project strategy, strong management systems, a very positive impact of services to children, and excellent relationships with community partners. When IPEC began working in Indonesia in 1992, wide-spread child labor was hardly considered a problem. It is largely as a result of IPEC’s awareness-raising work, that the issue has gained national attention. IPEC support at the policy level has helped strengthen the legal and policy environment to combat child labor. At the same time local community-based programs have tackled child labor in particular work sectors or geographical areas. The core components of the proposed strategy are to support Indonesia’s timebound program by a) withdrawing children from, and prevention of exploitive child labor through community based programs and b) further strengthening the policy and enabling environment to tackle child labor. The proposed project builds on the strategy of the first phase project, while introducing several new and innovative components. Some key features and activities of the proposed project are: • The project will target children in or at risk of exploitive work in child domestic service, plantations, trafficking for commercial sexual exploitation and street children involved in the drugs trade. Provinces in which the project will work include 44% of Indonesia’s age 13-15 population. • Education services will be delivered to children based on experience of what works in tackling child labor in Indonesia, using a mix of formal education, non formal education and skills training interventions to meet the diverse needs of the target groups. The proposed interventions and support link closely to the priorities of the Government’s strategic plan for education 2005-09. • Certain non-education services will be provided, in particular to deal with working conditions of children above the minimum employment age in plantations and child domestic work, to support improvements in family livelihoods, and to refer children to counseling where required • Beneficiaries will be carefully targeted and monitore based on initial identification of villages with a high incidence of vulnerable children and a survey of children in those areas • An innovative program will be implemented to support the Government’s new Conditional Cash Transfer (CCT) program, helping children and building CCT program capacity on child labor. • The project is cost effective and will deliver services to 22,000 direct beneficiaries, a ratio of 400 children per $100,000 of funding. IPEC will reach 35% of targeted beneficiaries in the first year. • IPEC will continue to support the development of the institutional and policy framework, and will strengthen capacity of key stakeholders, including enforcement capacity • Community based partnerships and strengthened structures on child labor will build ownership and sustainability for the future. Such partnerships will also help sustain child labor monitoring. • IPEC will strengthen the policy framework on child domestic service and steps to prevent recruitment of children below the age of 15. • IPEC in Indonesia has a record of initiating action research on child labor and using the results to inform awareness raising work.
