Decent Work and Promoting Employment in the Informal Economy: How to Strengthen Social Protection Coverage
The main objective of the study is to inform the EU Commission progress review on Decent Work to be issued mid 2008. A secondary ILO objective is to improve the quality of the sample country DWCPs and to strengthen the national policy process. This would in turn lead to the extension of social protection coverage and inform the employment agenda. The study would have the following specific outcomes: • Six country assessment reports (in English) which would address in varying depth given available data the demographic and labour market situation, the economic and fiscal environment, and existing formal and informal social protection provisions. • These reports would be attached to an umbrella paper which would be in two parts. The first part would draw out common issues and the second part would make recommendations for strengthening coverage. • An expert meeting would be held of up to 30 participants in Brussels in the first part of 2008. The meeting would discuss the individual and umbrella papers from which a set of recommendations would be produced for the promotion of social protection as part of decent work in the informal economy.
