Employment for Peace and Development in South and Central Somalia

The ILO has been active in Somaliland and Puntland since 2002. The work of the ILO contributes to stability, peace and economic progress through the development of private and public sector capacities for the creation of sustainable equitable employment opportunities and livelihoods. The ILO strategy recognizes the process of creating employment opportunities is as important as the jobs created since it provides opportunities for empowerment and capacity building of communities, public institutions and private enterprise. The ILO approach enables an immediate and positive development process addressing the prevailing infrastructure, livelihoods and employment crisis to be set in motion unlocking the economic recovery process. It involves three complementary components: 1. Employment Intensive Infrastructure Projects (EIIP); 2. Local Economic Development/Community Driven Recovery (LED/CDD); 3. Small Enterprise Development (SED) The Employment for Peace and Development Program commenced in 2006 in the South Central Somalia (Mogadishu and Bay region) with funding from the Government of Norway and the European Commission. Through approach of employment intensive infrastructure projects creates employment, funds the rehabilitation of infrastructure, promotes community dialogue enhancing peace; and builds the management and technical capacities of the local administrations ensuring accountability. ILO undertook evaluations of this program, fed these points along with broader programming lessons into how the underlying principles in this program could be used across South Central Somalia ensuring that other regions benefit from the gains of the program. The EC funds conclude in December 2007, the Norwegian funding stream is to conclude in September 2008 thus this program now looks to build on the work undertaken and expand where appropriate linking with other ILO projects funded in the same geographical area and contiguous regions. This proposal supports the continuity and expansion of the Employment for Peace and Development Program in improving infrastructure, providing immediate employment, enhancing entrepreneurial skills and enhancing the management capacity of communities and local administrations.
