Combating Child Labour through Education and Training (Support to the National Time Bound Programme – DANIDA Funded) – Phase II Summary: The ILO with the support of DANIDA funding is implementing a project of support to the National Time Bound Programme on the elimination of CL in two districts of NWFP (District Swat and Dir) since 2004. The ILO work through various programmes and projects is focused on contributing to the development of decent work in Pakistan by building the needed capacity in areas as varied as employment, skills training, labour issues, women and children rights. This DANIDA supported project in NWFP in close collaboration with other ILO projects particularly SDC supported project are well placed to develop effective strategies to combat child labour. It combines governmental, social partners’ and non-governmental organizations to work in harmony for the cause. The project is contributing towards production of skilled manpower, raising basic educational level for intelligent citizenships, increasing participation and retention of children in schools, particularly girls, during the basic education cycle and providing a more acceptable educational environment for age range affected children. Through the provision of advisory and technical inputs from IPEC, the implementing agencies are enabled to better perform their mandated tasks. In this context, through the project, IPEC has assumed the task of guaranteeing the development and sustainable institutionalization of an appropriate competence in combating child labour within the implementing institutions. In the previous funding cycle, the project developed a step by step strategy to establish rehabilitation centres for working and street children. It developed a viable model of skills training including training standards; it also developed an awareness and counselling strategy for social mobilization of educators, law enforcement agencies, trade unions and employers organizations and communities by actively involving concerned line ministries for the eradication of child labour. Now in order to ensure institutionalization and sustainability of the approach and reach a critical mass, it is proposed in this project document that additional funding to the tune of US $ 1.2 million be provided to consolidate the achievements of the project in NWFP (District Swat and Dir) and move into some selected political agencies of FATA (Federally Administered Tribal Areas) with adapted strategy to its context (where security situation is not very bad) and building on the knowledge gained in NWFP be applied in other areas of similar situation. The strategies for this phase can be put into three major sub-programmes which are (a) Strengthening of policy and institutional development; (b) Promoting Social Mobilization and Strengthening the Enabling Environment; and (c) Provision of Social Services. In this phase the project will focus on the following focal areas: ¿ Strengthening of Child Labour Unit in the Ministry of Labour, GoNWFP and FATA. ¿ Development of Child Labour Monitoring & Referral System. ¿ Development of Operational Plans for improving child labour outcomes. ¿ Mobilizing Primary School Teachers, Parents Teachers Association (PTA) and Young People to combat Child Labour. ¿ Mobilizing Policy Makers, Law Enforcement Agencies, Trade Unions, Associations and Employers Organizations. ¿ Provision of Social Services through Basic Education, Skills Training and Life Skills. ¿ Promoting gender equality through gender sensitive training
