Promoting the Employability and Employment of People with Disabilities through effective Legislation
Phase 3 of the project ‘Promoting the Employability and Employment of Persons with Disabilities (PEPDEL) will continue to promote the review and reform of disability-related training and employment laws and policies, and their effective implementation. The aim of this phase will be to enable States, social partners and disability advocates to participate in the process of preparing their laws and policies, implementation and enforcement measures for the ratification and implementation of ILO Convention No. 159 concerning the Vocational Rehabilitation and Employment of Persons with Disabilities and of the UN Convention on the Rights of Persons with Disabilities. In doing so, PEPDEL will build on tools and strategies developed to date, and will collaborate with other ILO partners – in particular within the Skills and Employability Department, with ILO’s Social Dialogue Programme, with the Standards Department, with ILO/AIDS and with the GENDER Bureau, as well as with the International Training Centre, Turin, to extend and deepen its impact on constituent capacity. Key elements of the PEPDEL strategy will be its work with national training agencies, employment services and university law faculties, to work towards the inclusion of a disability perspective in their programmes and services. Working with the ITC Turin, as well as national disability advocacy agencies PEPDEL will build the capacity of governments, social partners and civil society to effectively promote decent work opportunities for women and men with physical, sensory, intellectual and psycho-social disabilities, including those living with HIV/AIDS.
