Integrated action programme to combat trafficking in Brazil
The addendum to the project “Integrated Action Programme to Combat Trafficking of Girls and Boys for Commercial Sexual Exploitation” (PAIR II) intends to expand, consolidate and systematize the good practices and outcomes generated by PAIR, in the 97 municipalities prioritized by the government under the programme. The project’s development objective is to contribute for the prevention and elimination of the Commercial Sexual Exploitation (CSE) of children and adolescents and trafficking of boys, girls and adolescents for the same purposes through the strengthening of the PAIR methodology. The extension of the programme aims at (i) consolidating the network previously created and (ii) creating mechanisms to extend approaches generated under the project to other municipalities and States, mainly those areas set as priorities by the Government. The immediate objectives are: · To contribute, through capacity building, training and technical assistance, to strengthen the network referral system in the seven selected municipalities. · To promote the integration among actions and programs carried out by local governments, civil society and the Federal Programs and advocate for the provision of vocational training alternatives in the rehabilitation programs. · To raise awareness at local level about trafficking and commercial sexual exploitation and provide communication, sensitization and advocacy tools to all stakeholders. · To establish and disseminate a methodology for identification, rehabilitation and reintegration of the target group. The project addendum will enlarge the scope on the experience acquired through two lines of action: 1. A systematic documentation of experiences in the following axes: evaluation of the impact of the training methodology developed in the provision of services to victims; strengthen the victim protection system; identification of victims through the Rapid Assessment methodology; and mainstreaming the issue in universities. 2. Considering the positive outcomes of the awareness raising initiatives developed during the first phase of the Project, both by involving civil society and employers’ groups, a common communication and mobilization methodology on addressing CSE from a gender and race perspective will be elaborated and disseminated.
