ILO Health Budget Advisory Services in Ghana
Ghana is an ILO Decent Work Country and the reduction of risk and vulnerability among the poorest (informal workers, children at risk from child labour, persons with disabilities and people living with HIV/AIDS) and the protection of their rights has been identified as one of the Decent Work Country Priorities -DWCP (Government of Ghana Ministry of Manpower, Youth and Employment; and the ILO: Decent Work Country Programme for Ghana (2006 – 2009), draft document, June 2006. Outcomes 3.1 and 3.2 identify the extension of social protection as a priority and outcome 3.1 highlights the extension of health insurance protection. The project priorities thus contribute towards the achievement of these two DWCP outcomes. The objective of this particular project is to provide advice and assistance to the NHIA through a review of Ghana’s national public health sector. The project is responsible for delivering, to the management of the NHIA and stakeholders, 10-year projections and alternative scenarios for the financial development of the National Health Insurance Fund (NHIF) and the Public National Health Budget consisting of the NHIF and the expenditure of the Ministry of Health (MOH). The project will prepare and submit to NHIA an advisory report on its review of the national public health sector
