Capacity building for workers’ organizations; mainstreaming tripartism in the SIDA Programme
Executive summary The project strategy is capacity building through research, knowledge building, and labour education to enable trade unions to better contribute to the thematic areas under the SIDA Partnership: freedom of association, job-inclusive growth, and OSH. The capacity building programme will be developed by ACTRAV by drawing the required expertise from the labour movement as well as by working together with ILO technical departments. In particular, ACTRAV’s strategy to mainstream tripartism in the Sida Programme will be based on: • Strengthening trade unions’ capacities and expertise in understanding and tackling the issues of concerns, building the capacities to develop research work on the identified issues with a workers’ perspective for mapping out a trade union strategy. • Support the trade unions to develop or enhance a national policy in order to address the problems related to the identified themes. ACTRAV will support the organization and implementation of high level policy seminars to raise the awareness of the trade union leaders and to discuss national trade union policies. • Enhance research and training capacities of international and national trade union centres through the development of a training of trainers’ programmes. ACTRAV will develop or adapt tailor-made labour education packages on selected issues such as OSH/E. • Provide labour organizations with the necessary tools to enable them to participate in the Sida Programme. ACTRAV may develop, where necessary, specific campaigns or products such as the design or adaptation of existing training packages or information material. • Exchange of trade unions’ best practices and strategies supporting the creation of networks within and between trade unions. ACTRAV will promote joint strategies between national trade union centres and the international trade unions to address the identified problems. • Promote the existing social dialogue mechanisms that deal with the issue of concerns, ensuring a full involvement of the trade unions’ organizations.
