Cross-border movement of labour (Japan General Fund)

The intervention aims at building capacities for formulating coherent and comprehensive policies on labour migration and effectively administering them, while promoting closer cooperation between origin and host countries. Therefore, the project strategy is articulated as follows: 1. Promotion of a more informed debate involving the tripartite groups on the employment and treatment of foreign workers in destination countries. 2. Promotion on how best to provide national workers with better employment options at home and abroad. 3. Contribute to the effectiveness of groups advocating ILO principles in the reform of policy and administration. Worker’s and employer’s organisation, civic groups, migrant’s associations ad other organisations that can effectively push for reform would be targeted for assistance under the project. Considerable project resources are dedicated to promoting bilateral, local level consultations on how to deal with practical problems in policy implementation. Attention is given to support local level authorities to give them a say on how policies are to be carried out. Major activities of the project are carried out in Thailand, Laos and Indonesia. Cambodia benefits from knowledge sharing exercises conducted at bilateral and multilateral fora organized by the project. Some other Southeast Asian countries may also be invited to the sub-regional meetings for the purpose of knowledge sharing and dissemination of good practices. All the research conducted under the project will be action-oriented. Based on the practical findings and recommendations of the studies, a number of small demonstration projects may be carried out at the community level in Thailand, Laos and Indonesia. In these three countries, the interventions may be conducted from national down to community levels.
