ASEAN-focussed Labour Market Governance Programme. Part 2: ASEAN-ILO/Japan Industrial Relations (IR) Project
Duration: April 2009-March 2010 The ASEAN-focussed Labour Market Governance (LMG) Programme comprises two main components which are occupational safety and health (OSH) and industrial relations. Two projects are therefore presented in this LMG programme, namely: 1. Effective Implementation of National OSH Programme for Improving Safety and Health at the Workplace 2. ASEAN-ILO/Japan Industrial Relations Project 1. Effective Implementation of National OSH Programme for Improving Safety and Health at the Workplace Development objective: The project will contribute to implementing decent work country programme through i) realization of safe and healthy workplaces and communities, ii) productive workplace environment in small and medium-sized enterprises (SMEs), and iii) poverty reduction in the community level Direct recipients: OSH officials, inspectors and practitioners of the government of Vietnam Ultimate beneficiaries: Workers and employers in SMEs and informal and rural workplaces Countries covered: Vietnam Responsible official: Mr Tsuyoshi Kawakami, Specialist on Occupational Safety and Health, email kawakami@ilo.org Summary: The project aims to establish functioning national systems to improve occupational safety and health (OSH) in small and medium-sized enterprises (SMEs) through the effective implementation of the First National Programme on Labour Protection and Occupational Safety and Occupational Health (National OSH Programme) and the development of the Second National OSH Programme that should start in 2011. The project will also address OSH of informal economy and rural workplaces and large-scale enterprises located in the target provinces in an integrated manner. Inter-ministerial cooperation will be promoted to link the national labour protection system by the Ministry of Labour, Invalids and Social Affairs (MOLISA) with the community health system by the Ministry of Health (MOH) for the quality OSH service delivery and wider coverage. ILO and WHO will provide concerted technical inputs to support the efforts of Vietnam and develop a good example of the One-UN Policy. ILO’s OSH instruments and tools such as Promotional Framework for OSH Convention, ILO Guidelines on OSH Management Systems (ILO-OSH 2001), and WISE (Work Improvements in Small Enterprises) Programme will be widely applied at both national policy and workplace levels. 2. ASEAN-ILO/Japan Industrial Relations Project Development objective: To contribute to improving industrial relations in the ASEAN countries Target groups: ILO constituents of ASEAN countries, ASEAN Secretariat Countries covered: nine ASEAN member countries Responsible official: Mr John Ritchotte, Specialist in Labour Administration and Labour Relations, email ritchotte@ilo.org Summary: The Project will contribute to improving industrial relations in the ASEAN countries. Activities will be conducted in close cooperation with the ASEAN Secretariat, aiming to: a) promote constructive industrial relations among the ASEAN countries, b) support the ASEAN Secretariat in building its capacity to disseminate knowledge and information about IR among its members and c)strengthen the relationship between the ASEAN and ILO’s Regional Office for Asia and the Pacific.
