Improving Occupational Safety and Health Systems in Central Asia, Phase 3

IMPROVING OCCUPATIONAL SAFETY AND HEALTH (OSH) SYSTEMS IN CENTRAL ASIA, PHASE III SUMMARY The first phase of the project was a start-up phase, in which gaps in the national OSH systems in selected Central Asian countries were reviewed and national priorities defined. The second phase of the project aimed at promoting and advising countries (all three constituents) to create/modernise their OSH systems, through piloting and testing, to elaborate adapted systems to the countries, ultimately aimed at full implementation and ratification of ILO Conventions related to OSH (C 81, C 155, C 167, C 161, C 184, and C 187) and the utilisation of other ILO tools, specifically the ILO-OSH 2001 OSH Management System (OSH MS) as adopted in the Inter-state GOST standard 12.0.230-2007. Based on the situational analyses in the first phase, and preparation of National OSH Programmes in the second phase, the third phase will evaluate the progress and potential in each country individually (Kazakhstan, Kyrgystan, Tajikistan and Uzbekistan). While the development objective will remain the same, the individual country work plan will be based on progress made and interactively take into account the OSH activities (and national OSH programme, where applicable) in the respective countries. The main aims of the third phase will be to • build capacity among constituents, OSH institutions and inspectorates at national level, and develop the necessary legislation, where applicable; • organise mini pilot projects related to OSH management systems at enterprise level, and introduce elements of OSH management systems in selected model enterprises, based on ILO experience and principles; • promote and introduce social dialogue, to adapt internationally established mechanisms and provide best practices; • provide technical assistance and consultations to adapt and introduce guidelines and training manuals for the implementation of modern OSH systems taking into account the potential; in the country.
