Actuarial services for the Tenth actuarial review of the Dominica Social Security system as at 31 December 2008 with a review of the impact of recent reforms

The Dominica Social Security has been in place since 1976. There was a recent economic downturn in Dominica that had an impact on the DSS that had to implement reforms in 2007 and 2008. Section 18 of Dominica Social Security Act requires the undertaking of triennial periodic actuarial reviews. This project proposes to focus on actuarial services to deliver the Tenth Actuarial Review. The ILO has been collaborating with the DSS for a long time. It was associated with the actuarial reviews prior to the last one as at 31 December 2005. The main output of this project will consist of a technical report outlining the analysis of the present situation, duly recognizing and adapting assumptions as a result of the different recent set of reforms, formulating recommendations to ensure its long-term actuarial and financial sustainability in the context of Dominica’s overall social protection framework. Hands-on training will be made possible to reinforce DSS internal resources.This project fits in the context of planned discussions between the Government of Dominica and the ILO on the Decent Work Agenda.
