“Expanding HIV/AIDS interventions amongst the migrant workers in the Construction Sector in India” Project Summary: o Undertake Advocacy with stakeholders in the construction sector (government, builders associations; private companies, trade unions, involving MOLE, NACO, SACS and PLHIV); o Build capacity of trade unions for taking up interventions amongst construction workers. o Offer financial and technical support to some models of interventions, led by unions, in consultation with respective SACS (to avoid duplication). Interventions will follow a rights-based framework, and will be implemented in a broader safety and welfare-oriented approach. o ILO will document the results and share the reports with NACO/SACS for replicating/up scaling the models. Objectives and key activities: 1. Advocacy - One stakeholders’ meeting will be organised at the national level to sensitize the stakeholders and present the approach of trade union led intervention in Panvel, Maharashtra. - ILO is developing an advocacy film for enhancing work in the sector. The film as well as the documentation of the Panvel project will be used for advocacy purposes, and shared with SACS as well. - Unions will be assisted in organizing local level advocacy efforts and obtaining support form the local stakeholders, particularly the construction companies and contractors. 2. Capacity building of Unions: - ILO will identify construction sector unions, in consultation with Ministry of Labour and Employment and central trade unions, and develop a capacity building plan for them - ILO will train the leaders of unions as well as a team of core unions members in undertaking advocacy and awareness in their areas and identify sites for interventions. - ILO will offer training to unions in undertaking needs assessment and developing proposals for interventions amongst construction workers, in consultation with respective SACS to avoid duplication. 3. Support trade unions led intervention amongst construction workers: ILO will build upon the work currently being done in the construction sector through a trade union, supported by the PAF. ILO will replicate this model, with necessary fine-tuning of strategy, if needed. Each intervention will cover 10,000 workers, with a direct focus on single male migrants. Partnership with government/SACS services will be strengthened for treatment, counselling and ART. Partners will share progress on all key indicators of performance as per NACO’s guidelines, plus additional features as per the project design like mobilizing support from builders/contractors, taking government services to workers, and including HIV in the existing programme like safety and health, insurance etc. ILO will support two interventions of unions in different states under this project, and will continue to encourage unions to work with respective SACS. ILO will provide ongoing technical support for training, monitoring and ensuring quality of services. ILO will also facilitate collaboration with the SACS/TSUs and other technical partners 4. Documentation of good practices and dissemination: Considering that the trade union led interventions are being tested out, experiences and lessons learned will need to documented and disseminated. ILO will prepare a lessons learnt document in the print form, and share with NACO/SACS and other stakeholders. Outputs: • One advocacy meeting at national level. • A Training plan developed and implemented- training to three or four unions provided training in basics of HIV/AIDS, and core areas of programme development. • 20,000 construction covered through interventions led by unions; • BCC materials and tools developed for use in the programme. • Project experiences/lessons documented and disseminated
