Enhancing the Capacity of the Omani Government and Social Partners to combat Trafficking in Persons
Oman: Project summary This one year project should be considered as a preliminary step in developing a sustained response to the challenges facing Oman with regard to forced labour and trafficking. It will benefit from the Declaration’s technical cooperation expertise on tackling forced labour and discrimination, particularly in Jordan, but also in other regions facing similar problems. Training tools such as the handbook on forced labour and human trafficking for labour inspectors and the manual for recruitment agencies will be adapted to Oman’s circumstances. Moreover, the experience gained through activities and studies carried out in sending countries will be essential for strengthening south-south cooperation and improving the monitoring of recruitment agencies. With the purpose to address the complexities of discrimination, forced labour and human trafficking in the country, the ILO SAP-FL/DECLARATION programme will work in three major areas of concern: law enforcement, prevention and protection of victims. The project will follow a preventive approach by addressing the role of the recruitment agencies and advocating for closer cooperation between Oman and a selected number of sending countries. In parallel, the project will work on the effective implementation of the national legislation and international labour standards on human trafficking and forced labour by establishing a group of trainers composed of labour inspectors and members of the police. Furthermore, the project will promote social dialogue and networking between the government, the social partners and the NGO community with the purpose to establish a shelter aimed at providing comprehensive victim protection services, including housing and food assistance as well as medical, psychological and legal support. Particular attention will be given in all training activities to promote the participation of women and to address in the different outcomes of the project the needs of women migrant workers.
