Secretariat support for the Global Jobs Pact
At the 98th Session of the International Labour Conference, Government, Employer and Worker representatives from 183 member States adopted a Global Jobs Pact as the ILO contribution to worldwide efforts to recover from the global financial, economic and social crisis. The Global Jobs Pact (GJP) calls on governments and organizations representing workers and employers to work together to collectively tackle the global jobs crisis through policies in line with the ILO’s Decent Work Agenda. As a package of crisis-response and recovery measures that cover all four strategic objectives of the ILO, the GJP is not a one-size-fits-all solution but a portfolio of tried and tested policy options that countries can adapt to their specific needs and situation. Special Office Arrangements to support ILO constituents to give effect to the GJP were announced in a Director-General’s announcement of Nov 6, 2009 . This identified five special assignments aimed at strengthening the capacity of the Office to deliver integrated GJP assistance to constituents. This proposal addresses the coordinating and support element of the work to be undertaken under special assignment number one, specifically to: “Ensure sound and integrated technical support to the operational response to constituents in countries wanting to apply Global Jobs Pact’s policies. This entails strategic and effective coordination of policies and tools, mobilizing the knowledge and technical capacities from across technical sectors and departments, and complementing the technical capacity of the regions in the delivery of assistance to constituents at the country level, under the authority of Regional Directors”. A small Global Jobs Pact Secretariat based in Geneva will be set up to facilitate the mobilization of the existing knowledge and technical capacities from across technical sectors and departments, and provide a “one-stop shop” service centre for field officers. To ensure sound and integrated technical support to the operational response to constituents in countries wanting to apply the GJP, two streams of activities under special assignment one are envisioned: 1) Mobilizing knowledge from across technical sectors and departments in a distilled user friendly way; 2) Integrated support to target countries that want to apply the package of GJP policies.
