Mainstreaming Decent Work Into the One UN Programme
Piloting UN reform in Pakistan is in the stage of full-scale engagement of stakeholders in the process of change with tangible advancement on the ground. The Government has provided needed support in terms of leadership and ownership of the process, line ministries are actively and systematically engaged in the process, donor community has reiterated its support to the process, concepts and modalities of joint programming have been established, and in various cases, interventions have started on-ground. It is imminent for the sustainability of joint programs that these are founded on the principles of Social Justice and decent work agenda so that the dividends of development are fairly distributed among all relevant beneficiaries. The present Project aims to support the One-UN Program by enhancing its relevance and effectiveness. The Project has three main components, i.e. 1. Sensitizing all relevant stakeholders on basic concepts of Decent Work and stimulating actions for mainstreaming DW in all One-UN Reform Programs 2. Identifying potential for and promotion of Green Jobs in Pakistan 3. Promoting core work skills and non-formal educational opportunities for illiterate workers, child and bonded labourers Total project value is USD 113,000 which is funded through “Expanded Funding Window (EFW)” for One-UN Program interventions. UNDP will act as Administrative Agent (AA). The project will sensitize relevant stakeholders on the basic concepts of Decent Work in line with the Chief Executives’ Board (CEB) decision to mainstream Decent Work in all UN Programs. In addition, new interventions would be introduced to promote decent employment. The project activities are in line with approved Joint Program Documents (which has substituted UNDAF for year 2010-2012) and supports various Outcomes and Outputs of different Joint Programs. The Project is also aligned with ILO Country Program No. 2, i..e, “contributing to One-UN Joint Programme” and directly contributes to the ILO’s immediate Outcome PAK-125 in the DWCP work plan 2010-10 and has a link to Indicator 19.1 of Global P&B Indicators. The Project also supports the Government Development plans and policies including PRSP, National Employment Strategy, National Environment Policy, and National Education Strategy.
