Support to Decentralization and Integrated Local Development

This programme is a Joint UN Programme consisting of twelve UN agencies and is based on the recently strengthened UN capacity for field-based coordination of its development support. Specific Results • Government capacity strengthened in selected provinces, districts and municipalities for participatory development Planning, Monitoring and Evaluation, and decentralization and district capacity building process (local organs of state) enhanced. • National level policy management, harmonization and alignment capacities strengthened at downstream and upstream level. • Local decision-making structures strengthened as well as involvement in the M&E of the development agenda at national and decentralized levels. • Local income generation activities promoted. • Gender responsive planning and financing promoted. Key Strategies Policy and Advocacy: Building capacity of local stakeholders to implement participatory planning, M&E and gender sensitive policies, including the development of innovative financial and business models that ensure more outreach and increase income generation. Normative and Technical support: Support to the decentralization policies and local governance process with a focus on participatory planning, territorial planning, e-Government, and HIV/AIDS. This also includes particular support to the MPD, through the implementation of a rural development strategy and district capacity building programme. Capacity Development: Strengthened district and local government capacity for the management of integrated service delivery with an emphasis on utilities, low cost infrastructure and Millennium Villages development. Civil Society Partnership: Supporting and strengthening the coordination of decentralized policies, plans and partnerships at the sub-national level. MV will be implemented through the development of strong partnerships between the UN agencies, local and regional authorities, CBOs, NGOs and CSO representatives. The approach will include equitable development: support capacity building for gender responsive budgeting to ensure equitable participation of women and men in the decision making process and access to resources at local level Activities • Strengthening local governments and Consultative Councils and IPPCC capacity for participatory governance and local development • District and institutional capacity building (local organs of state) for service delivery through support to the decentralization process, health systems, effective agricultural and agro-forestry techniques and cultural behavioral change and technology knowledge for sustainable development • Support Local Economic Development (LED) activities with emphases on local promotion of local associations • Building capacity for low cost infrastructure development with local associations (MERAS), particularly women -led organizations, and strengthening their capacity to implement, manage and report on project execution • Establishing/improving information systems at central and local levels for providing disaggregated and gender-sensitive socio-demographic and employment data • Establishing/disseminating the national e-Government platform, including online development knowledge bases to support service delivery at provincial, municipal and district levels. • Strengthening local government capacities for gender responsive planning, budgeting and M&E to ensure that needs and interests of women and men are adequately addressed in the local development processes.
