Joint UN Social Protection Floor Initiative – Supporting interagency coordination for country activities on the social protection floor
The Social Protection Floor (SPF) is one of 9 joint UN initiatives in response to the crisis. The ILO and WHO are joint lead agencies and 15 other UN agencies participate in the initiative. During an interagency meeting in October 2009, a SPF manual for country operations and SPF activities at regional and global level was developed and a SPF global advisory network of focal persons in all participating organizations of the UN and of development partners was constituted. The current project aims at advancing activities in the context of the initiative to support countries in their effort to strengthen or build social protection floor policies through a) Improved coordination of UN social protection activities b) The development of a SPF rapid assessment methodology c) Conducting 6 rapid SPF country assessments d) Convening a second interagency meeting to share SPF country experiences, revise the manual and develop strategies to institutionalize the SPF Outputs Output: 1.- SPF rapid assessment methodology guidelines Activities: 1.1 Agree on the objective, elements and indicators for the rapid assessments 1.2 Discuss proposal through SPF mailing list 1.3 Finalize SPF rapid assessment guidelines Output: 2.- Six rapid SPF country assessments Activities: 2.1 Establish criteria and select countries 2.2 Identify implementing partners (in-country or consultants) and commission the assessments 2.3 Finalize first drafts of assessments and circulate widely in each country Output 3.- SPF interagency meeting Activities: 3.1. Identify location for the meeting, organize logistics (translation) 3.2. Identify countries and partners to be invited, send invitations 3.3. Circulate agenda for the meeting and rapid assessment notes 3.3. Prepare presentations of rapid assessment methodology, country cases and results, proposal for next steps/way ahead, identify points for debate Output: 4.- Revised SPF manual Activitiess: 4.1. Revise Manual in light of results from rapid assessments and discussions following the meeting Output: 5.- Proposal for institutionalization of SPF Activities: 5.1. Draft proposal for institutionalization of SPF for submission to UN DOCO / UN CEB 5.2. Circulate for comments to SPF partners 5.3. Revise and submit
