Strengthening capacity for inclusive local development in Southern Serbia
To redress labour market disadvantages and social exclusion that are strongly correlated to a poor skills base, it is of the utmost urgency to introduce a system’s approach to adult training that is firmly based on competency-based methodologies. This approach should set flexible entrance/exit paths so that workers get the types and levels of skills needed – at different stages of their working lives (lifelong learning) – by enterprises. This employment-oriented training system should be deeply rooted in the labour market (e.g. occupations, sets of competencies and programmes should be identified with a strong involvement of the local actors of the labour market). For this, human resources, methodologies, programmes and tools need to be developed and integrated into a system that links them to local economic development initiatives. This would allow both enterprises and employment offices training people for occupations leading to sustainable jobs.
