Summary Project Outline Title: Combating Child Labour in Central Asia – Commitment becomes Action (PROACT CAR Phase III ) Country: Kazakhstan, Kyrgyzstan and Tajikistan Duration (in months): 29 months (August 2010 – December 2012) Total estimated cost in US$: 1.3 million Euros Responsible official: (HQ) Snezhana Bedalli, Senior Desk Officer for Europe, Central Asia and Arab States, HQ Donor: Government of the Federal Republic of Germany In order to support the implementation of the Global Action Plan, the ongoing programmes of the Governments and build on progress made and lessons learned to date, the project will support the implementation of the National Action Plans on the worst forms of child labour in Kazakhstan, Kyrgyzstan, Tajikistan through the combination of upstream policy-related interventions with downstream service-oriented activities at the community level. UPSTREAM POLICY RELATED INTERVENTIONS • Mainstreaming the issue of child labour into the national policy development frameworks As part of this project, a mapping of the national policy development framework will be conducted. The idea is to support the implementation of: a/The National Plan of Action on the WFCL in the Republic of Kazakhstan, 2009-2011”; b/ The State Programme of the Social Partners on the Elimination of the WFCL in Kyrgyzstan, 2008- 2011”. • Enhancing Knowledge Base The Government of Tajikistan submitted a request to IPEC, in September 2009, on conducting a Child Labour Survey (CLS). This study will be technically supervised by the ILO’s Statistical Information and Monitoring Programme on Child Labour (SIMPOC) . The overall objective of the CLS will be to generate quantitative and qualitative data on labour-market and children’s activities, including schooling, economic and non-economic activities. Information is generated through interviews with heads of households and children aged 5-17. • Enhancing the capacity of the government officials, workers’ and employers’ organizations child labour issues; Capacity building activities will be carried out by empowering the ILO constituents with a firm knowledge on child labour issue and their role in prevention and elimination of child labour. The Ministry of Labour will benefit from the training of staff responsible for the Child Labour Unit, as well as from the training on labour inspection; Occupational Safety and Health, and social workers of the MOLSA Social Services Centres (which will be relevant to the programme). The Ministry of Education will be capacitated to integrate child labour concerns into their policies and programmes. Responsible staff for curricula development at the Ministry of Education, relevant staff of Department of Statistics, teachers, social workers and volunteers will receive training on the child labour issue in general and prevention and direct action specifically. In addition media specialists will receive training on how to cover child labour issues and stories. National employers’ organizations and trade unions will benefit from technical assistance to increase their capacity to provide services to their members to become active partners in the combat against child labour. NGO's will benefit from technical assistance to increase their capacity to provide direct services to child labourers, to raise awareness of the problems associated with child labour and to monitor their progress. The following IPEC training resource materials will be used in the training programme: a) IPEC ACTRAV manual on Child Labour and Trade Unions; b) ACT/EMP Guides for Employers on Eliminating Child Labour; c) SCREAM – Supporting Children’s Rights through Education, Arts and Media; d) IPEC CLMS Guidelines; IPEC Handbook on Labour Inspection; IPEC Training Manual on CL and agriculture; and IPEC handbook on mainstreaming Child Labour issues at the Education Sector Plans • Advocacy and Awareness Raising: general public, including the policy-makers.
