Effective governance of labour migration and its skills dimensions

Countries covered: Ukraine and Moldova. Overall objective: Strengthen organisational and institutional capacity of the appropriate institutions in Moldova and Ukraine to regulate legal labour migration. Specific objective 1: Capacity built to analyse the skills shortages and oversupply as a result of migration; Specific objective 2: Capacity built to balance migration flows and return with national needs and EU Member States skills needs; Specific objective 3: Capacity built to negotiate and manage labour migration schemes, including bilateral agreements on social protection; Specific objective 4: Capacity built to govern labour migration, enact relevant legislation and engage social partners. Estimated results are 1) Improved administration of labour migration by concerned ministries; 2) Analysis of skills oversupply and shortages and impact on the labour market resulting from migration; 3) Policy recommendations and programmes for labour market matching for migration and labour market reintegration of returning migrants; 4) Assessment and policy recommendations regarding existing labour migration arrangements and new agreements initiated; 5) Improved legislation, protection measures and labour market insertion for migrant workers. Target groups are State authorities responsible for migration and employment, workers’ and employers’ organisations; Final beneficiaries are potential and actual migrant workers (men and women); Partners are Workers’ and Employers’ Organizations, relevant Ministries and Employment Services, Statistics Offices, IOM , World Bank.
