Promotion of Gender-sensitive Labour Migration Policies in Costa Rica, Haiti, Nicaragua, Panama and the Dominican Republic
“Promotion of Gender-Sensitive Labour Migration Policies in Costa Rica, Haiti, Nicaragua, Panama and the Dominican Republic” Countries covered are Nicaragua-Costa Rica-Panama, Haiti, and the Dominican Republic Overall objective: To strengthen the capacity of policy-makers and social partners to adopt and implement gender-sensitive labour migration policies, legislation and administration Specific objectives: 1) To promote the adoption and implementation of gender-sensitive labour migration policies, legislation, and administration for the better regulation of labour migration flows in consultation with social partners; 2) To promote and support strategies to enhance social security coverage of migrant workers and their families; 3) To support the improvement of skills’ matching between sending and receiving countries and to reduce de-skilling by promoting the recognition of migrant workers’ certificates, diplomas and competencies. Estimated results are 1a) Adopted and/or strengthened gender-sensitive labour migration legislation, policies and administration based on a rights-based approach; 1b) Created or strengthened inter-ministerial and/or tripartite mechanisms on labour migration; 2a) Strengthen capacities for the formulation and implementation of social security agreements and other policy options to extend social security coverage to migrant workers, 2b) Social security agreements assessed and negotiated; 3a) Improved availability of employers to an adequate migrant workforce, observing national and international labour legislation; 3b) Signed and implemented bilateral agreements on recognition of diplomas, skills and competencies. Target groups are National and local governments, employers’ and workers’ organizations, migrants’ organizations. Final beneficiaries will be Migrant workers (especially women in the domestic sector, and men in the construction and agricultural sector), and their families; employers; national/local communities. Main partners are Workers’ and Employers’ Organizations, relevant Ministries, Organization of American States (OAS), Spanish Foundation Trade Union Institute for Cooperation to Development (ISCOD) IOM.
