Strengthening Labour Administration in Afghanistan

The project will contribute to build a modern system of labour administration strengthening its capacity to provide services to workers and employers through the achievement of two primary objectives: (1) Review and reform the MoLSAMD to improve its capacity to provide services to workers and employers, with a special focus on improving the application of labour laws; (2) Review and reform of labour laws and regulations to provide a legal framework in full compliance with ILO standards and conducive to the promotion of productivity and workers’ rights and to reflect under national law the principles enshrined in ILO Convention ratified by Afghanistan To reach these objectives, the Project will include the following outputs: 1.1. An assessment of the current structure of the MoLSAMD and action plan agreed and implemented 1.2. Improved strategic vision of the Ministry in the field of labour 1.3. Improved internal functioning of the labour administration system 1.4. More efficient mechanisms for implementing labour law provisions 2.1. A comprehensive assessment of existing labour laws 2.2. Agreement with the social partners on the major principles for labour law reform reached 2.3. A new legal framework drafted and discussed with the tripartite social partners 2.4. A needs assessment on awareness raising needs and a comprehensive strategy on awareness raising on the new laws prepared and agreed upon by the tripartite social partners. 2.5. A dynamic of tripartite social dialogue established on labour the labour law reform.
