Integrated action against trafficking for labour exploitation in Peru

For several years the ILO’s Special Action Programme to Combat Forced Labour (SAP-FL) programme has provided assistance to South American countries, especially Bolivia, Paraguay and Peru, to combat forced labour and trafficking for labour exploitation. These projects have achieved significant results, documenting the problems, raising awareness, building capacities and assisting the creation of new institutional structures. In Peru a National Commission was created to combat forced labour, gathering representatives from various ministries with employers and workers. The commission works as a space of dialogue and coordination to promote and follow up the enforcement of actions against forced labour in several sectors. A National Plan to Combat Forced Labour has been designed with the stakeholders and launched by the Government. The National Plan consists of six components relative to investigation, education and awareness raising, legislation, strengthening of institutions, strengthening of affected population, social responsibility and social dialogue. SAP-FL has provided support on both national and local level in Peru, as well as at the international level by facilitating exchange of information, experiences and good practices between several countries in the region. Building on these achievements in Peru, the project aims to protect both national and emigrant workers from the risks of being trafficked for labour exploitation, with a clear focus on prevention and capacity building. The strategic sustainability will be ensured by strengthening national capacities, with a special focus on labour inspection, and local stakeholders. It will achieve this by raising awareness among potential victims of trafficking, and by training community leaders so as to carry out prevention activities. In particular, it addresses areas in which the ILO enjoys a comparative advantage, namely: i. Capacity-building of the Ministry of Labour, including labour inspectors, employers’ and workers’ organisations for the protection of the rights of both internal and cross-border migrant workers, particularly those working in sectors or regions with high incidence of trafficking and forced labour. ii. Strengthening the knowledge base on trafficking for labour exploitation within and from Peru, and reducing the vulnerabilities of migrant workers to trafficking and forced labour abuses, as a basis for better-informed policy making and implementation.
