IPA 2010 Human Resources Development in Albania

PROJECT SYNOPSIS 1 Overall Objective The overall objective of the project is to have improved labour market functioning and quality of human capital. 2 Project purpose: Improving the capacity of labour market institutions, mainly the State Labour Inspectorate (SLI) and the National Employment Service (NES) and promoting employment by enhancing the employability of Albanian workforce 3 Planned results Component 1: Modernisation of the State Labour Inspectorate • The Albanian legislation in the field of OSH is adopted in line with the EU Acquis • Capacity of SLI is enhanced in line with the National OSH strategy and EU principles • Improved awareness on OSH by public opinion and employers • Improved and strengthened human and technical capacities of the SLI in order to ensure the implementation of the legislation, cooperation with other inspectorates or institutions dealing with subjects under the scope of action of the SLI and investigation of work accidents. Component 2: Modernisation of the National Employment Service • A gender sensitive Employment and Training Strategy for 2023-2020 endorsed • Adult Learning Strategy and related AP endorsed • Counseling services improved and applied in all offices • Monitoring and evaluation capacities improved • Employment Promotion measures are increased in quality and quantity • Vulnerable groups are receiving more effective support and services in order to increase their employability • New ALMM designed including analysis of financial impact and are based on better connections with labour market, including better use of in-company training • Reinforced decentralisation of NES Component 3- Vocational Education and Training (VET) Reform • The existing VET strategy is reviewed and updated accordingly, incorporating 3 strategic elements: life-long learning, post-secondary education, and public-private partnership • Albanian Qualification Framework – Agency: AQF agency staff at central office in Tirana and at local offices across Albania trained to effectively implement AQF • Lifelong Learning (LLL) strategy and related AP endorsed • Awareness of general public raised on importance of LLL • Public-private partnership (PPP) is established • Post-secondary education – program extension in Albania [implementing stage]
