Preparatory work for an LFS

Within the framework of the Afghanistan Decent work Data and Institutional Strengthening Project, there are several activities which are intended to build statistical capacity and help support the development of statistical surveys on decent work indicators, in particular a labour force survey and an establishment survey. These activities are seen as essential to establishing a decent work indicator baseline study and monitoring progress over time in support of the Decent Work Country Programme (DWCP) of Afghanistan. The main government counterparts on the initiative are the Central Statistics Organisation (CSO) and the Ministry of Labour Social Affairs Martyrs and Disabled (MOLSAMD), but other key counterparts include the Ministry of Rural Rehabilitation & Development, Ministry of Women’s Affairs, Ministry of Mining, Ministry of Finance, Afghanistan Chamber of Commerce and Industry as well as the National Union of Afghan Employees. The consultant will work in close coordination with the ILO Department of Statistics on technical matters and with the ILO Kabul Office for logistical and administrative matters to assist the CSO and MOLSAMD in (a) the design of the survey sample; and (b) the preparation of the survey instruments and survey plan. Capacity-building activities to support staff within the key institutional partners are also forseen within each of these two main areas of work.
