Knowledge and tools to promote decent work for youth (global product)

The main focus of this GP will be the development of a guide on youth employment that “packages” in a user-friendly manner, the wide array of knowledge and tools that have been developed by the ILO and other partners over the past years. Each section of the guide will provide an overview of the policy or programme area, a series of guidelines based on country experience and examples of good practices that have proven effective in addressing the youth employment challenge. It will also contain a number of tools to help users conduct policy and programme reviews, formulate policies and programmes, and develop monitoring and evaluation frameworks. Having a single and ready-to-use product will help countries approach policy development and action on youth employment in an integrated and coherent fashion. It will also allow positioning the ILO as main international institution in the provision of assistance in the area of youth employment. The project operations manual will help strengthen ILO’s capacity to deliver advisory services on youth employment, especially through the design and implementation of technical cooperation projects. The latter will also be a valuable tool for mobilization of extra-budgetary resources. The content of the guide, operations manual and the related capacity-building programme will be finalized on the basis of the conclusions concerning youth employment of the 2012 ILC. These tools will be a reference for member States that intend to implement the policy messages of the Resolution of the forthcoming ILC.
