Policy dialogue for decent work and inclusive, sustainable and equitable growth
The proposed project will build on the momentum for policy coherence and decent work generated in the previous biennium with the adoption of the Global Jobs Pact and its endorsement by the UN system. It will follow up on the results of work carried out in 2010-2011 under the ILO-Norway Cooperation Agreement project on “Promoting decent work in the multilateral system”, which aimed at broadening the scope and depth of collaboration between the ILO and main multilateral partners by means of (i) helping kick-start collaboration between the ILO and the IMF at the country level, building on the agreement reached at the ILO-IMF Oslo Conference about the role of effective social dialogue in mitigating the social impact of economic downturns and facilitating economic recovery; and (ii) supporting advocacy for decent work among main UN bodies and selected agencies. The proposed project will bring to completion the collaboration which started in 2011 with the IMF to facilitate social dialogue for the design of coherent economic and social policies in two pilot countries (Dominican Republic and Zambia) and it will explore opportunities to expand such collaboration to other countries/regions, keeping into account that the experience gained so far shows that the process is slow, politically delicate and technically complex. The new project will also strengthen collaboration with the UN Department of Economic and Social Affairs (UNDESA) in setting the ground for policy recommendations about employment and decent work at the 2012 Annual Ministerial Review (AMR) of the UN Economic and Social Council (ECOSOC).
