Making decent work a reality for domestic workers - India
Consultative meetings among government and social partners, led by the (inter-ministerial and tripartite) Task Force on Gender Equality in the World of Work and/or Task Force on Domestic Workers, conducted on draft National Policy with view to defining follow-up actions. Indicators: Number and types of participants; report on conclusions/recommendations resulting from meetings including cross-functional convergence between national initiatives Measures/guidelines for effectively extending social protection schemes (particularly the Rashriya Swastha Bima Yojana (RSBY) health insurance) to domestic workers are designed and piloted. Indicators: Guidelines are prepared and shared with States; participating States are identified and on board; results of the pilot are assessed by social partners and stakeholders including domestic workers Measures/guidelines for registering and monitoring practices of private placement agencies for domestic workers are drafted and pilot-tested. Indicators: participating “pilot” States are identified and on board; pilots are assessed by government, social partners, private placement agencies and domestic workers; report on pilot results produced A campaign to raise-awareness on the rights of domestic workers and encourage trade union membership is implemented by trade unions. Indicators: Number of information materials produced by trade unions; set of measures identified by trade unions to address challenges to trade union membership among domestic workers and promote registration as members Study on minimum wage setting practices for domestic workers in 2-4 States, with a view to increasing knowledge base of government and social partners on MW setting and fair assessment procedures in support of the draft National Policy for Domestic Workers. Indicators: report of study produced and discussed at a workshop involving participating States, representatives of Government and social partners at national level, and relevant experts; report on conclusions and recommendations of workshop, produced
