Promoting Rights and Opportunities for People with Disabilities - Equality through Legislation (PROPEL - Azerbaijan)
The PROPEL-Azerbaijan project will have three main components: (i) a situation analysis of two selected medical rehabilitation centres leading to recommendations for change to be discussed and agreed with the MoLSPP; (ii) a study tour to centres constituting examples of good practice in a European country; (iii) a training programme for staff of the two centres to prepare them for the introduction of an new approach to service delivery. PROPEL-Azerbaijan will provide technical advice and funding support to these phases of the pilot project. It will also provide advice and support to the legal review and the development of a national vocational rehabilitation and employment policy, to improve the opportunities of women and men with disabilities in obtaining decent work and employment. Depending on the outcomes of the preparatory activities, PROPEL- Azerbaijan would continue, in the second half of the ILO/Irish Aid Partnership Programme, to provide capacity building support to the development by the Public Employment Services (PES) of Active Labour Market Programmes (ALMPs) for persons with disabilities, based on international experience, and the pilot testing of these ALMPs in two employment centres.
