Economic growth cluster advisor
The UNDAP 2011-2015 is the common business plan for the UN Agencies in Tanzania. It is divided into ten programming streams which broadly reflect the three clusters of economic growth, social welfare, and governance of the national poverty reduction strategies and the government-DP dialogue structure. As agreed between the UN and government in the UNDAP, technical support from the three UN Senior Cluster Advisors will ensure that delivery of UNDAP outputs remains anchored in the national policy frameworks and that synergies are nurtured across UNDAP sectors. The Senior Advisor for Economic Growth will play a key part in strengthening knowledge management including development of new knowledge products which are responsive to the evolving needs of UN partners in the country. The Senior Advisor will report to the ILO Country Director and through a matrix management to the UN Resident Coordinator in his/her capacity as head of the UNCMT, along with reporting relationships with the head of agencies in this cluster. Specifically, the Senior Advisor will support: 1. UNCMT • Update and advise the RC and UNCMT on strategic policy issues and possible One UN policy responses • Support the PWGs and where required the IAPC in generating One UN policy advice to government and helping to bring further coherence and value-added quality in, between and across UN Programmes 2. Government & Other National Partners • As requested, provide technical advice on the implementation of MKUKUTA/MKUZA/National Development Plan and other major government strategies. • Solicit and synthesize development of One UN views on national policies • Provide advice that represents a unified UN position on strategic issues: e.g. national poverty reduction strategies, employment, industrial sectors, growth & development plan etc. 3. UNDAP Programme Working Group (Economic Growth) • Provide advice to the PWGs that focuses on upstream policies (as opposed to programming/implementation details) • Provide advice to PWGs to help ensure programmes remain anchored in national priorities/needs • Look for opportunities to develop synergies and commonality in the UNDAP Clusters (and where possible across Clusters) • Assist in Quality Assurance from the policy (upstream) perspective • Help develop and maintain a “policy development map” • Contribute to knowledge sharing/management about UNDAP development, implementation, lessons learned 4. Development Partners & Policy Dialogue • Help to build and strengthen internal UN mechanisms for soliciting views and synthesizing it for ONE UN inputs • Participate in DP Dialogue and convey ONE UN inputs at relevant DP and DP-Government forums
