Actuarial consultancy and training - Oman

The objective of the project is to assess the long-term viability and financial sustainability of the scheme administered by PASI. The project will also focus on the strengthening of internal actuarial capacities of PASI for a more important implication of its personnel in the production of future actuarial valuations of the scheme. Immediate objectives are: – to deliver the 6th actuarial review of the scheme administered by PASI, as of 31 December 2011, and – to build national capacities in the social security financial, actuarial and statistical field. The project falls within the framework of the Decent Work Country Programme (DWCP) 2010-13 established for Oman. More particularly it falls within the realm of Outcome 6 on the “Extension of social security coverage and improved national compliance with international health and safety standards” assisting the Government to “maintain[ing] transparent financial governance across public institutions” through the actuarial valuation of the schemes administered by PASI. Furthermore, the project shall contribute to enhancing the capacity of government officials from PASI in-line with the technical assistance and support to be provided for within the DWCP. The project will deliver the following outputs: 1. An ILO technical report on the 6th actuarial review of the scheme administered by PASI as of 30 December 2011 2. A tailor-made training program in social security statistics and actuarial analysis for the staff of PASI on the basis of the ILO actuarial model developed specifically for the PASI scheme. The indicators of these outputs are: (a) an actuarial review which, adheres to ILO principles set out in ILO Conventions and Recommendations on social security and is technically sound, will be delivered in a timely manner to Oman; and (b) the capacities of the PASI staff to use, update and maintain the ILO’s actuarial valuation models will be built.
