Supporting the Implementation of the “Single Window Service” of the Provincial Social Protection Strategy of East Java Province

Immediate objective By the end of the project, the implementation of the SWS on linking social protection and job creation programmes targeting mainly vulnerable groups will have started in two rural districts of the East Java province, contributing to the implementation of the SWS in Maluku province. Outputs: The project will assist in achieving the Millennium Development Goal #1 (“Eradicate extreme poverty and hunger”) and Target #1B (“Achieve full and productive employment and decent work for all, including women and young people”). Direct technical assistance will be provided in East Java and Maluku Province to pilot linkage in different contexts (rural/urban settings), in certain economic sector for various target groups (example; people with disabilities, women groups and PLWH) and by exploring several ways of implementation through the following three main outputs: Output I: Supporting the institutional establishment of the SWS in a rural and an urban district in East Java province; Activity I.1: Feasibility study as a basis to design and develop the SWS though a series of consultative meetings with stakeholders to agree the statutes, general rules of operation, financing and provision of services and monitoring as well as evaluation tools; Activity 1.2: Consultative meetings and workshops to finalize the SWS scheme and programme involving relevant stakeholders; Activity 1.3: Finalize legal aspect and sensitization activities of the SWS; Activity 1.4: Develop institutional arrangements with all stakeholders to be involved in the SWS covering social protection schemes and programme, employers’ organization, and vocational training centers (BLK) to set outsourced services, procedures and tools to be used and applied by the SWS. Output II: Supporting the development of a Management Information System (MIS); Activity 2.1: Design the general specification of the MIS and arrangement contractual arrangements of service Activity 2.2: Develop procedure and tools, test and implement the MIS module using the contracted counterparts; Activity 2.3: Develop capacity building activities to run the MIS system; Activity 2.4: Develop a maintenance system of the MIS system for the SWS. Output III: Supporting the development of generic tools and method and research; Activity 3.1: Develop generic methodologies and tools to design, implement, monitor and evaluate the SWS programme. Activity 3.2: Identify and document good practices of the SWS implementation in both rural and urban settings in the provinces of East Java and Maluku; Output IV; Support the Infrastructure and Capacity Building of the SWS; Activity 4.1: Develop operational guidelines at each level (provincial and district as well as village level) of all the functions (information, identification, registration, grievance, collection of contribution, payment of benefits, coordination with other institutions), procedures and tools for day to day operations; Activity 4.2: Establish the SWS in two districts (a rural and an urban setting) in East Java and within a district in Maluku; Activity 4.3.: Develop detailed work plans for the SWS and for its management; Activity 4.4: Assess training needs of (i) focal points at district level, (ii) provincial government offices, and (iii) local government offices; Activity 4.5: Develop the relevant training programme on the design and implementation of the SWS, ID database system, the management and monitoring system of the SWS; Activity 4.6: Conduct awareness training workshops involving potential target beneficiaries of the SWS that include workers’ and employers’ organization, vulnerable groups of women, people with disabilities and PLWH; Output V: Monitoring and evaluation Activity 5.1: Develop terms of reference (TOR) and establish a tripartite monitoring and evaluation committee at the district and provincial levels; Activity 5.2: Develop the procedures and tools to enable regular feedback on the activi
