Strengthening social dialogue and industrial relations in new member states and candidate countries of the European Union through the capacity building of workers and employers
The EC/ILO Joint Management Agreement on “Cooperation on Social Dialogue and Industrial relations in the context of the financial and economic crisis” was signed in November 2012 in the context of the implementation of the 2012 Industrial relations and Social dialogue EU budget heading, and the strategic partnership between the EC and the ILO as agreed upon in the Exchange of Letters of 14 May 2001. The objective of this programme is to promote cooperation on social dialogue and industrial relations in EU member states, and EU candidate and potential candidate countries, in the context of the financial and economic crisis. In this 2nd twelve-month phase, the Commission and the ILO are carrying out a joint project in the area of social dialogue and industrial relations, building up on a first phase and taking advantage of the global expertise of the ILO in these areas. The joint project covers both capacity building actions in support of workers' and employers' organizations, and analytical work. The joint management project includes five components: (1) Strengthening sectoral social dialogue in New Member States and Candidate countries of the EU in EFFAT and EMCEF sectors, (2) Employers Young Professionals Academy, (3) Adjustments in the public sector in Europe: Scope, effects and policy issues, (4) Promoting a balanced and inclusive recovery from the crisis in Europe through sound industrial relations and social dialogue: the impacts of the crisis in Greece, Ireland, Portugal and Spain, and (5) Stocktaking of social dialogue practices in new EU Member states.
