Rural Safety Nets through Income Security and Employment Promotion for Poverty Reduction

The project strategy is based on the establishment of effective community-local government partnerships for local economic and social development in 3 selected districts in the provinces of Vientiane, Phongsaly and Sekong. ILO’s local development approach will be used as the conceptual framework for integrating different ILO strategic components of livelihood improvement and job creation strategies at the local level. A main assumption is that all these strategic components are relevant for job creation and income support for poor rural people in Lao PDR. The relevance of individual components will be assessed during district assessments and district workshops. If necessary, changes can be made in the components that make up the rural employment strategy. The main interventions are likely to be in the areas of value chain upgrading, skills development and employment-intensive community-based small infrastructure schemes. Throughout the jobs promoted and created, occupational safety and health will be promoted through practical and participatory strategies. These are to be seen as important entry points for local development but will need further validation in the project inception phase in which additional participatory analysis of local economic potential will inform the exact nature of interventions within these technical intervention areas. It is however not excluded that other areas of ILO expertise will come into the picture such as small enterprise development, green jobs and village banking. It is assumed that poor rural men and women are in need of income support and willing to participate in project activities. This risk will be mitigated through discussions and local workshops before implementing any interventions at village level.
