Developing tripartite institutions and mechanisms that advocate for and promote the realization of core labour rights in Colombia
The project’s ultimate objective is to develop social dialogue institutions and mechanisms that promote and advocate for the realization of core labour rights in Colombia. To this end, the project will strenghten the capacity of tripartite institutions (the National Comissions and its subcommissions) to promote the full implementation of core labour rights with particular attention to those of women, youth and Afro-Colombian workers (Immediate Objective 1) and will promote sound industrial relations and collective bargaining rights at the sectoral and enterprise levels (Immediate Objective 2). In total, the project is expected to deliver six interrelated and measurable outputs within 18 months: the National Commission and its sub-commissions are better equipped to understand and address the concerns of women, young people and Afro-Colombians in the labour market (Output 1.1); a set of proposals on core labour rights and decent jobs for women, young people and Afro-Colombians is adopted by the National Commission (Output 1.2); local plans of action or similar initiatives are adopted by selected sub-commissions to address the needs and concerns of women, young people and Afro-Colombians in the labour market (Output 1.3); 200 trade unionists acquired better skills to exercise freedom of association and collective bargaining rights at the enterprise and sectoral levels (Output 2.1); 80 employers are more knowledgeable on how to comply with freedom of association and collective bargaining rights (Output 2.2); and, 20 enterprises are trained to apply new techniques or skills to introduce or improve conflict prevention strategies and collective bargaining (Output 2.3). Training and advisory activities will benefit the tripartite constituents and institutions, and specially target women, youth and Afro-Colombian leaders. The project will also build the capacity of social partner organizations and their women and youth secretariats to reach out, train and represent their members. The Afro-Colombian Workers Council will also benefit from the project’s technical assistance.
