Towards stronger measures to combat abusive labor recruitment and to prevent human trafficking

The present proposal aims to address regulatory and enforcement gaps with regards to contemporary labor recruitment practices within and across national jurisdictions as part of a broader strategy to prevent human trafficking. Labor recruitment intermediaries encompass private employment agencies, agencies that recruited under disguise (e.g. such as model or travel agencies), informal labor brokers and criminal networks. The overall goal of this project is to develop effective solutions aimed at reinforcing labor and criminal justice to combat abusive and fraudulent labor recruitment practices, in particular those that can be associated with human trafficking. The project will be implemented in close collaboration with UNODC that will launch a similar initiative, focusing in particular on aspects of criminal justice. The main outputs of the project are a global report analyzing abusive and fraudulent recruitment practices and current labor and criminal justice responses, inter-regional expert meetings and a final conference with concrete recommendations for stronger regulatory and enforcement measures. The immediate objectives of the project are: 1. To enhance global knowledge and understanding of effective remedies against abusive labor recruitment practices, based on an analysis of criminal and labor law, including enforcement mechanisms 2. To formulate and promote effective regulatory and enforcement measures as part of a broader strategy to prevent human trafficking
